Can company withhold paycheck/commission after being let go?

Got layed off other day from my managerial role In med device. Managed a huge ass territory and did too well so now they'll hire some one cheaper 🙄. I have a lot of devices in my house that i will mail back but company is threatening "if you dont return it, you will not receive your april paycheck or commissions" ..im pretty sure this is illegal to do? Is this just a scare tactic ? I never once said id never mail it back, they just started with these threats
