Is being selected in a reduction in force a bad thing or is it just indifferent? I'm in [TX] but my company is based out of [PA]

My position was eliminated in a reduction in force effort due to bad sales, excess inventory and a stock that tanked.

My manager and hr stressed that it wasn't personal and not performance related. I asked about applying to openings and they said yes, please do and we can explain the unfortunate situation and put you in front of the hiring manager.

I also got 20 weeks severance of about $30k....

My boss says that he was instructed not to say sorry but he did actually say he was really sorry this is happening

He also offered a personal reference but cannot go a professional reference per company policy.

Would this be viewed as a legit ending of a position or is this just standard rhetoric after getting selected for a reduction in force?
