I am the store manager of a retail chain in the UK. My supervisor handed in their notice and gave 3 weeks and then left. 2 weeks after that they messaged asking if they could come back. I then had their partner call the store and let me know the situation with the new company and ask again if I would take then back.

What's the best way to phrase no? I have asked HR and AM and they said its up to me but did warn against potential poor work ethic if they returned.
