[MO] HR only considers work experiences from USA. Is that legal?

Hello, I have been a radiologic technologists for 17 years now. But when I was hired on my job now, they only considered my work experience in the United States which is 6 years. So instead of giving me the rate or someone with 10 years, they only did 6. Is that even legal?
