Fermenting a slave revolt [fantasy DND 5E]

My players are coming back into the world 30 years into the bad guys taking over. I'm going to be introducing them into a city of slaves and encouraging them to lead a rebellion. I figure that they'll need to accomplish some minor tasks to prepare, such as stealing weapons and supplies. What kinds of things do you imagine they could need to accomplish their task?
