Brother just bought land in Palm Coast. Turns out there are some legally protected turtles on the property

It seems like his options are to either house them on the property or to hire the city to move them for $5,000 per turtle. I imagine this is not a rare occurrence in Palm Coast, so I am curious if anyone else has ever dealt with a similar situation and found a solution that was both good for the turtles but also didn’t break the bank?
