Justifying Creepage & Clearance of Parts

The TI DRV8353 gate driver is rated to ~100V, but the pins are only 0.25mm apart. Every Creepage and Clearance ruleset I can find demands values greater than that, even under "perfect" conditions (clean board, conformal coating, etc).
How do I, as a PCB designer, justify using this part for 100V systems? How does TI justify it?
