FR-4 dust - is it toxic or not? I've read multiple things that the fiberglass is carcinogenic, but some videos...

For example, this video from w2eaw shows cutting and sawing FR-4. If it were that toxic, why is he doing this?
toolboxtopics.com says "OSHA confirmed these findings in 1991 when it decided to regulate fiberglass as a nuisance dust, and not as a cancer causing agent. The state of California, nevertheless, still requires that fiberglass be labeled as a potential cancer causing agent."
And the top rated comment at stackexchange on this thread reads You need to wear breathing protection since the dust created by cutting is very hazardous to breath
So... can we get some answers on the hazards of cutting FR-4 at home?
