What is the purpose of the resistor on this transformer?

I'm modifying a 12V 1A AC->DC wall wart to become an AC->AC adapter and noticed a resistor going from the primary to secondary. Removing one leg had a very small effect on the voltage output (116VAC->11.29VAC before and 11.23VAC after).
Why is it there and should I remove it?
