what kind of resister is this?

This board is from electric power washer. As you can see, there is a fairly big resister by the relay that has been broken off into pieces. Checked the fuse fine so ideal thing to do is to replace the resister. However it has only 2 color bands- black and white and I can`t fine anywhere on the net the exact replacement. Is this so called zero ohm resister? Could someone shed light on this?
