Anybody can explain what features this 220vAC to 5v dc circuit offer over the regular tranformer-rectifier-filtering circuit.

The mb10m bridge full wave rectifier is a small pcb mounted ic and is 0.8A capable.
Will what i understand is that first 220v sinusoidal AC transformed to 220v DC then to some form of Ac then stepped down with transformer to 5v maybe...
That's what I understand.
I hope someone have some ideas or knowledge to share.
Most adapters I opened looks just weird and hard to understand like this. I bet it's cheaper and maybe safer this way
