Ground Prong Up?

Saw this today. Every receptacle in the house is installed this way. I’ve never seen this. I’ve seen them installed ground prong down or I’ve seen them installed where the receptacle is horizontal (in Cook County IL). I was told as pictured is to code in MI. Is that true?
