Posted the other day asking about adding an outlet from a wall sconce. Now I have another question..

So I was figuring out which breaker shut off the bedroom where I want to add the outlet. Turns out those two 30a breakers shut down the whole two floor two bedroom apartment. Tried to look up if that's normal or not and couldn't find what I was looking for. But I did read normal outlets shouldn't be wired to a 30amp breaker?
