Electric shocks when charging downstairs

Hello, I just bought a new charger for my phone and was getting the casing electrified, assumed it was a bad charger. But on testing to make sure, I found the casing getting electrified on all downstairs plugs, but none upstairs. I don't know how the wiring works here as its rented. Is there some faulty wiring I need to worry about?
