Ground wires in panel

Got some circuits pulled into a panel that came up a bit short. The conductors will reach breakers but the ground wires wonβt reach the ground bar on bottom. Can two bare copper ground wires be twisted together in a panel to make up the length? Can another ground bar be self-tapped higher up into the panel so the ground wires reach?
