Moving electric outlet

I want to move the kitchen island and I'm wondering if extend the current island outlet wires to the new location. The tiles are stuck to the concrete floor with a depth of less than 0.5 " ( see second pic). I'm wondering if I can remove bunch of tiles and extend the current wire to the new location. The floor will be cover by new vinyl planks. 1. is it possible without digging the concrete? 2. Is it safe? The new kotchen island will have a induction stove on the top. Thanks in advance
