Whole Home Surge Protector on an Outdoor Main Panel?

Hey y'all!

I was just wondering if an Intermatic Whole Home Surge Protector (the model with replaceable modules), that is properly rated for outdoor use, could be installed on an outdoor main breaker panel.

To further clarify, it is a standalone panel next to my electrical meter than has a single 100 amp circuit breaker that then feeds into my main breaker panel with all the household circuits. This indoor breaker panel is already at capacity in turns of breakers without using low profile ones to split off
