My multimeter occasionally reads a couple ohms when touching leads together, is this a meter issue or leads issue?

I have a Southwire meter and sometimes when I test resistance or just touch the leads together it will read 0.02 ohms and sometimes 4.1 ohms. Is this a meter issue or leads issue?
