Has the Government Subsidized Hospital Capacity? Does it work?

With COVID (but also with typical flu To a lesser extent) we see the healthcare system stressed due to a lack of surge capacity. One solution in theory would be for the government to place a subsidy on “healthcare capacity” Such as beds, doctors or nurses. Has this been done? What do we know about the performance of these subsidies and how should we structure them?
