Question on the Salt Lake City Pre-K intervention

Basically, Goldman Sachs and the Salt Lake City government are convinced that this pre-k intervention was a success. I was wondering if anyone knew of double check showing that it was or wasn't. I'm not familiar with Goldman Sachs ability as a policy consultant, as they are an investment bank. Nor do I know enough about education policy to judge for myself.
