China still growing yet the fresh graduates have a hard time looking for jobs. How is it possible?

Also how come some of its cities, small by medium sized by China’s standards (2.5 million population) but very large by european/ Australian standards lack jobs?

This is anecdotal experience but small towns in Australia of about 25000 population, the youth get a degree and move to big cities for work. And same happens in China, youth move from 2.5 million city to an even bigger city? Wouldn’t that city itself should have sufficient jobs?
