Both Dubai and Singapore gov have an investment arm whose job is to keep an eye on well performing local and global firms and invest in their shares. These investments generate a lot of revenue for the respective governments.

In Dubai this investment arm is Dubai Investment Corporation and In Singapore its Temasek

In context of why nations fail, does this eliminate the need for an economic elite to financially support the political elite?

Its safe to assume that neither countries really have an economic elite else they wouldn't be so rich (Dubai no longer relies on oil anymore)
