Is the IMF fundamentally flawed or has it been effective in bailing nations out? Should it be repurposed as a strategic investment fund for high tech projects throughout the industrialized world instead?

Argentina, Egypt and Pakistan are some of the largest debtors of the IMF, every few years they meet up and secure additional loans postponing an eventual default(my speculation). The return that this provides to the IMF is minuscule or 0 so far. Egypt and Pakistan are also drifting to the east from a geopolitical POV.

Does it make more sense for the IMF to aid western aligned industrialized nations instead of focusing as a development fund, thereby letting nations like Pakistan and Egypt degrade economically, this will drive them towards China led banks (adding stress to them) which is the general trend anyways while opening up funds for projects that would generate more wealth in the west which can then be used as rolling aid for other countries?
