How would you begin to calculate a meaningful coefficient for tragedy of the commons problems?

For example fixing climate change might require a ratio of 0.99 humans to cooperate at a personal disadvantage of say $100 per year.
A useful coefficient in such a model could be what? Additional figures can of course be added to such a calculation.
