HSV-1 transmission

I have a question regarding HSV-1 transmission.

Say there is a couple (MF) , and both have HSV but one (M) of them has it in their eye as they like to say.

The female partner has a flare up of one sore in her mouth, where she has only seen it up until this time.

Can she cause him to have any oral sores if they've been kissing, or genital sores if they've been having oral sex?

Opinions have been mixed so I'd like to know. There's one line of thought that if he has HSV-1, it can't be theoretically passed on again. The other boat believes it can be passed to all areas. Either way, safety measures are in place.
