If redness in skin fluctuates throughout the day, does this mean it's just irritated?

I have a red and dry patch of skin where I had gotten a burn injury
The redness fluctuates throughout the dat depending on how much I moisturize it and how much I touch it. If it's well moisturized, the redness goes way down, and if I let it dry or touch it alot, the redness comes up
