A pause in work, how much do I pay the guy right now?

Hey all. We had a water leak inside the basement wall. We suspected foundation crack and leaking, so we hired somebody to dig out the front to check for cracks, and open up the inner wall, check for cracks, and seal it. He quoted $5425 for the whole job, in a not very well itemized list.

We discovered upon opening the wall that is not the foundation, but a pipe that is leaking when the upstairs toilet and sink are run. Since I handled the wall guys, I asked my husband to handle the plumber.

The wall guys did work on October 13. I have paid $1800 deposit then another $2500 for the work done when it was clear there would be a pause.

It's now November 1, and my husband still hasn't had a plumber come in. He's going on a trip for a week, so we won't even have a timeline or quote for the pipe repair for at least another week. The wall guy is asking me for an additional $1000 for the work already done and claims the putting up the drywall is the only remaining cost after that. I'm confused about why he didn't ask for this additional $1000 when he asked for the $2500 when we decided to pause the work.

I'm not sure who is being unreasonable. I'm aggravated with my husband for taking forever, and leaving me to deal with important crap, and I'm trying to leave it to him. But should I just take over and get a plumber out here this week (and I'll have to step away from work and stress about that dogs barking and bugging the neighbors)? Should I pay the wall guy an additional $1000 now, or tell him he'll get it when the job is finished? The invoice doesn't list how much wall demolition vs repair is, just has them both under the same line. We've never had this extensive of a job done on the house.
