Is it true that some Canadian businesses would rather hire LMIA/TFWs over actual Canadians?

Places like Walmart, Tim Hortons, Subway, McDonald’s are just a few establishments who are using TFWs to get workers. If you’re a Canadian citizen and apply and get denied isn’t this discrimination and can’t you sue? Why should they hire a TFW if someone who is on high school or college needs a part time job, or a young Canadian who need a full time job? Or an elderly person who wishes to work part time?

this is a fact, not a theory. Lot's of larger companies do this to take advantage of the system
