Do you assume people of your country speak English?

I'm a 49 yo Romanian. My generation grew up with English as lingua franca of access to world culture, internet, science and exchanges. When I send on internet a quotation or meme in English to people of my generation, I never imagine they couldn't understand it. Sometimes when talking between us on internet or in real life we switch to English for full phrases or paragraphs. I have a hard time even to imagine that people less than 50yo cannot understand English. When (and it happened to me 3 times in 3 years) some compatriot asked me on internet "stop saying things in English so we can all understand" I was almost butthurt "from which hole in the ground this hobo comes to ask me such a thing?". I know it sounds pretentious, but I actually know almost no Romanian my age or younger who doesn't speak romglish at a reasonable level. I can speak 100% correct standard Romanian but it's not casual for me, it's a little weird. I fully agree with you if you say "it's not good", but that's how it is. Any similar situation in other Balkan country? I guess Romanians are the most anglophones/anglophiles of all.
