Little Rae’s Shortbread Cookies

These cookies are DELICIOUS - a soft shortbread cookie with a crunchy sweet “crust” on top. I know I can make shortbread cookies, but I can’t figure out the topping. It’s not royal icing or any kind of soft icing. It’s almost as though they apply sugar thickly and then heat it to melting so it creates this crust, as in crème brûlée. Has anyone else had these and how do you think k they make the topping? I’d like to make them at home!
