Braemar gas heater

Hey all I've bought a house and the previous owners were heavy smokers inside. The tar build up in this joint is crazy! I've had a professional come out and change my filter in the my gas heater but the smell and dust was still so bad my son and I keep getting sick. So I'm now cleaning it myself. I'm aware I can't use anything on the heater it's self I'm more vacuumming and cleaning the cover. Ive just noticed this fluffly looking thing next to the pipe I'm guessing insulation if so can this be removed and I replace with new as I feel this would be holding alot of smoke build up! The model I have is the braemar wf25 Any tips would be much appreciated thank you
