Is it normal for some shops to charge more for dine in than takeaway even if you are having the same exact food?

While tipping is never an expectation for dining in at any major restaurant, my family members noted a few shops inside shopping centres charge 2 or 3 more dollars if you dine in instead of having takeaway.

Last Thursday, my 22 year old family members were at the CBD Sydney Westfield at this brekkie and sweets shop in which they ordered a bacon and egg brekkie roll with tomato sauce. From what they told me, they were always asked either "having here or takeaway" or "takeaway" at this particular shop, up until last week when the lady just charged them for the order without asking them. They ended up getting their order in a takeaway bag without any cutlery. They told me they asked for a plate and cutlery, but then, they were informed that they had their order as takeaway, but they said they were never asked. They were told that they needed to order at the til inside, and that there would be a 2-dollar fee for dine-in due to table service. They had this confusion cause they saw a huge queue of people at the til outside.

This is not a thing in America, despite tipping is an expectation at major restaurants if you have your food as dine-in.
