Why are there no cities along the eastern shore of Chesapeake Bay?

I noticed that on the western shore of the Chesapeake Bay there are several medium sized and major cities, but on the eastern shore (and by extension the entire western half of the peninsula) there are only a handful of small towns and it appears to be mostly farmland and forests. I know several of those towns were founded in 17th and 18th century. Is there something about the area that made it less suitable for any of these small settlements to grow into large cities or did it just happen that way?
