I saw some guy walking on the highway/freeway shoulder, is it safe to stop and give them a ride?

Last week I was driving on a Nevada highway, saw some guy was walking by himself on the should of the highway.

Also weeks ago I was on interstate, saw someone was driving a scooter on the freeway's shoulder!?

Somehow I feel regret, because I could've stopped and ask them if they need a ride. But since I am a tourist, I feel I'd get as few trouble as possible.

But what would you suggest as Americans?
