What prevents a downtown from being lively?

I've been watching videos of European cities, and they seem so full of life. Now I know American cities outside of say... NYC... are quite different, but a lot of downtowns seem to have tried to model themselves off of European cities.... you know with stores, cafes, walkability (even if you do have to drive to downtown initially). However, where I am at (Texas) even on a nice evening, the downtown is always deserted.

What is the secret sauce that makes a downtown city work in Europe vs in the US, even if the US downtown is clearly modeled off of Europe.
