Where does the sing song list speech come from?

I've noticed that when speaking, North Americans (Americans and some Canadians) will list things in a distinctive elongated, sing song way. I've not heard British people do this. I imagine it's the sort of vocal characteristic that's had to spot when everyone else is doing it. Where does it come from?
