NSERC PGS-D Question

I got an email today saying "I am pleased to advise you that your application was one that was selected to be supported by [Canadian University]" and that soon they'll be sending it to the federal competition. I'm just curious for any Canadian scholarship holders if they know what this means? Does this just mean my application will be forwarded to the federal competition or should I be more optimistic about my application (e.g. is this a kind of endorsement)?
