Looking for postdoc in the US - is cold emailing common?

What is a common strategy for finding a postdoc in the US? Is cold emailing to a specific professor common and appropriate (even if they don't mention open offers on their webpages)? That what I did when I was looking for PhD in Europe.

Also, I have found a few job offers at the universities websites, but it seems these are not applications to a specific group, but sort of fellowships (so you get to choose between different research groups). How does it work? Do I need to contact a potential supervisor beforehand and mention that I would love to apply for this position?
