Adapting figure to avoid paying permission fee from T&F

There is a really nice figure from a published paper that I am keen to use in a paper that will now be accepted.

Original paper was published by Taylor & Francis, who want between USD 115 and 335 payment for the permission.

Question is - people often recommend redrawing to get around this. To what extent do I need to make the redrawn version different to the original?

In this instance it's a geographical representation of data - showing how much of X is in locations A, B, C, etc., on a world map.
