Could someone please explain the difference between “kandidat nauk” and a full PHD?

So my friend and I were discussing the education system in Russia and apparently unlike in the west where after getting your masters you can choose to do a full PHD research, in Russia PHD is divided into two sections. How does the logistics of gaining a proper PHD work in Russia then?
