East Asian apperance with a Russian first and last name

As a Russian, would you find it strange if someone with a distinctly East Asian appearance who could easily mistaken for Chinese, had a Russian first and last name, such as Ivan Ivanov?
I did understand that there are sizable ethnic minorities in Russia, but i thought they typically have distinct ethnic first/last names that Russians can normally tell apart. Is it still possible for these ethnic minorities to also have Russian surnames?
