Security/safety system doing it's job?

Hi. I have a 2008 Chrystler 300 that was stolen, it has since been found and is at the impound lost. When I attempted to start it, all the lights came on, as normal, but it refused to turn over, like, it didn't even try. when my dad and I popped the hood, we checked the battery and it was fine. then we noticed the engine fuse box was open and was missing at least a relay and possibly some fuses. also, the headlights (not the hazards) were flashing. my question is, would the missing relays and fuses cause the engine to refuse to even try to turn over, and does that and the flashing headlights sound like a security system thing? does this sound like the cause of my problem? thank you for your time.
