2005 Honda CRV overheating in traffic (idling)

2005 CRV. This summer and last while sitting in traffic idling the engine gets extremely hot. I’ve had to turn it off when stopped at a light or in gridlock traffic. I checked the fluids and the coolant reservoir is full. I also took it to a mechanic who checked the fan fuse and couldn’t get it to replicate what was happening.

This only happens in the summer. Maybe the fan isn’t turning on or could it be a faulty thermostat? Even on extremely hot days while driving the car temperature stays normal.
