Toyota Corolla brake question

Lately when I’ve been braking, my car shakes as it’s slowing down. It’s not as bad when I’m at low speeds but if I’m driving the speed limit on the expressway it certainly moves a lot more. Now I’m sure it can be the brakes. Can it be the rotors and brake calipers also contributing? Maybe some brake fluid can help? Any help would be appreciated!
