What’s my best option

Got this old 51 studebaker champion with inline 6 and it’s been sitting in the backyard of my wife’s grandparents for about 20-30yrs, the ground is so sunken in and the tires are flat (seen in pic). All 4 tires look like this. I’m wondering the best option to move it from here, and I can’t start the engine (no keys and unsure if it’ll turn over) any serious ideas welcome! Thanks in advance
