Replaced valve cover on 2012 fusion 2.5

I just replaced my valve cover on my ford Fusion 2.5L and can someone tell me if this piece (circled) that runs under the cover next to the chain is supposed to have a big round rubber piece on it? So imagine the yellow handle being the piece Iām talking about is it supposed to have a rubber seal around it? It sits next to the chain on the left.
