Does 'filibuster' mean when a Senator talks for hours on the floor to stop a bill from passing?
Does the filibuster rule also include the vote threshold?
If you got rid of the filibuster would that get rid of both of these things?
If we can't get enough Dem votes to get rid of the filibuster could we change how it works? For example: Require the Senator speaking to speak only about the topic of the bill being filibustered. Require the full attendance of the Senators party in the chamber while the Senator is speaking.
Because Reps were extremely abusing the filibuster and refusing to appoint Obama's people Dems got rid of the filibuster for presidential nominations excluding the Supreme Court. This outraged McConnell. He then removed the filibuster as payback for Supreme Court nominations. (McConnell wrote a lengthy paper when he was younger on the importance of the filibuster so the Dems action must have felt like an ultimate betrayal to him ). So if Dems remove the filibuster for everything are we asking for a world of hurt in two or 8 years? Or would policies enacted by the Dems this term, such as HR1, prevent the GOP from being a minority party controlling the majority?
