My parked car got hit and towed.

Hello I can’t afford a lawyer but want to know how to go about this situation. The DA office that I call locally to get a lawyer has yet to reach out. I came outside this morning and my car was gone. I call the cops. They tell me it was involved in an accident and gives me the tow info. I go to the tow company who says I have to pay to get it released or wait on insurance to pay for damages or pay a total amount. How do I go about negotiating this? I told them I only have basic insurance.
