Why is Ashe’s ult considered one of the best engages?

It moves so slow and the stun is like 1.5 seconds unless you can hit it from super far away. can only hit one target, and does low damage. I can think much better engages, like malphite ult, jarvan ult, lissandra ult… unless she has the best carry engage? idk i’m confused. sincerely, new Ashe player.
