Who travels to meet in an arranged marriage setting?

Is it always the guys who travel to the girl's location?
I have flown two times and the girls simply reject after meeting. I live in US and It's a lot of effort, time and money for the guy which gets wasted in the process.
So just want to know your opinion, do you meet mid way or is it always the guys who travel ? Is it rude to ask to meet midway?
The girl I am talking to mentioned that it's her requirement that the guy should fly and meet her at her place.
